According to Government statistics published in 2004, road transport generates some 27 per cent of carbon emissions nationally, excluding aviation. Add in the social costs of road accidents and respiratory diseases, and the economic cost of road congestion, and the case for demand management to control and reduce road traffic becomes compelling.
