The Conservative Party have been undoing all their rhetoric on climate change by backing more roadbuilding recently.  In a letter to a Road Block supporter, David Cameron's office wrote: "We do need to build more roads.  Britain now needs a concerted programme of road building, accompanied by the introduction of advanced traffic management methods, including new solutions for road charging based on usage and the time of day".

According to Government statistics published in 2004, road transport generates some 27 per cent of carbon emissions nationally, excluding aviation. Add in the social costs of road accidents and respiratory diseases, and the economic cost of road congestion, and the case for demand management to control and reduce road traffic becomes compelling. It’s about when and how – not if.
